Driving Economic Growth and Opportunity
Lower Brule Community Development Enterprise (LBCDE) is a federally-certified Community Development Financial Institution (CDFI) and Community Development Entity (CDE), wholly-owned by the Lower Brule Sioux Tribe (LBST) in South Dakota. Our mission is to drive economic development on tribal lands by providing innovative financing solutions.

New Markets Tax Credits Projects (NMTC)
Lower Brule Community Development Enterprise (LBCDE) is one of only a few Native CDEs to receive direct New Markets Tax Credit (NMTC) allocations from Federal and state governments. LBCDE has earned placement fee income from the projects that have resulted from the successful placement of these NMTCs. To date, LBCDE has successfully placed over $31 Million in NMTCs in Native American projects in Mississippi and Alaska and state projects in Florida and Kentucky. These projects have resulted in:

Native American Capital
LBCDE received strategic advice and assistance from a Native American-controlled advisory firm: Native American Capital. Together, they developed a pipeline of projects compatible with NMTC financing. The collaboration emphasizes leveraging tribal tax-exempt bonds and loan guarantees to support rural projects on Indian reservations.
